Politicized birth registration practices as part of conflict / contests over territory
In Namibia, the Caprivi Strip is one of the regions with the lowest levels of birth registration. It can be read as a contested territory, as an ICJ ruling granted part of it to Botswana. There is also a separatist movement which considers Namibia’s claim to sovereignty invalid. Claims of self-determination have been put up before the UN Human Rights Committee. Given the presence of a movement for self-determination, some people may prefer to remain unregistered out of a refusal to recognize the legitimacy of Namibian governance of the region.
