Children born en route to Egypt may not be issued a birth certificate because many women refugees lack passports or identity cards and cannot access services for themselves or their children. One coping mechanism deployed by desperate parents is registering the child under the name of another documented adult. Such practices can distort or leave unrecorded the real connections of children to parents. This creates a risk of statelessness and a risk of family separation in cases of resettlement to a third country or deportation.
The CRC (2024) issued a recommendation to Egypt to ensure universal birth registration for all children, irrespective of the place of birth or their parents’ status. The CMW (2025) similarly recommended that Egypt facilitate birth registration and the issuance of identity documents for all children of migrant workers, including asylum seekers and refugees, irrespective of their status. It also recommended that Egypt ensure all individuals have access to a nationality.
