Temporary identity, migration management, and statelessness solutions

In Lebanon, some Palestinians have been granted temporary status, which would allow them to register their children. The Lebanese authorities issued temporary ID cards for some 800 Palestinians (only those registered as refugees by the UNRWA) in 2008, then halted issuance in 2009, then resumed in 2010. The CRC (2017) recommended that Lebanon ensure that valid special identity cards are provided to children of Palestinian fathers who are neither registered as refugees by the UNRWA for Palestine Refugees in the Near East in Lebanon nor recognized as such by the Lebanese authorities. It also recommended streamlining the application and renewal processes, and ensuring that such special identity cards are recognized as having the same status as formal registration. Special IDs tend to have a very short period in which they remain valid, and renewal remains cumbersome. It remains unclear what rights are granted to individuals holding these temporary cards.
