Intergenerational statelessness among the migrant-descended / minority groups

In Lebanon, intergenerational statelessness is perpetuated by birth registration practices. The stateless population is estimated to number 50-60,000 people. However, this figure excludes stateless Palestinian refugees (approximately 400,000) and the children of irregular migrants and Syrian refugees whose births were not registered (upwards of 100,000). CERD (2016) expressed concern that children born to unregistered stateless fathers are not entitled to Lebanese birth registration. In the 2021 UPR cycle, CEDAW expressed concern that children of unregistered stateless persons had no entitlement to registration at birth and were denied the basic right to an identity. A 2021 UNHCR study found that about half the cases of statelessness in Lebanon are tied to birth registration issues.
