Temporary identity, migration management, and statelessness solutions
Peru requires an alien card, passport, or identity card to obtain a birth certificate for a minor, but most Venezuelan migrants and refugees do not have access to these documents. In 2017, the government introduced a temporary residence permit (PTP) for Venezuelans, which was valid for one year. Many soon found themselves in an irregular situation again after getting a PTP. In 2024, more than 1/3 of Venezuelan refugees and migrants lacked migration authorization to stay in Peru. Peru has received multiple UN recommendations to strengthen efforts to ensure universal birth registration and access to identity documents for all children born in the territory and women living in remote areas. CERD (2018) recommended that Peru take action to protect Venezuelans by ensuring the timely issuance of identity documents. CEDAW (2022) and the CRC (2025) both recommended that Peru remove any requirement for parental documentation as a prerequisite for the issuance of birth certificates.
