Legal and administrative obstacles for foreign parents with precarious status
In 2025, a coalition of civil society organizations expressed concern to the CMW that Indonesian migrant workers’ children who live with their families at their workplace are not being registered as citizens, making them vulnerable to statelessness. Migrant workers’ children still face various administrative barriers in registering their births, especially for children born out of wedlock under custody of the mother. Complex documentation requirements often burden parents who work abroad, have an unofficial marital status, or do not have complete documents. As a result, many children of migrant workers are not officially registered and are at risk of becoming stateless. The CMW has recommended that all children of migrant workers are registered at birth and issued with official identity documents.
