Disability + ethnic discrimination in contexts of mobility

In Bolivia, disability is made “invisible” in various ways, including not always registering births of those born disabled. A 2016 report to the CRPD stated that the process of issuing identity cards and registering citizens presents practical challenges in procedures due to the poor training of officials who, due to lack of knowledge, refuse to register people who are amputees of both arms, blind, and deaf. The same year the CRPD expressed concern that universal registration of all persons with disabilities is not guaranteed and that newborns with disabilities are less likely to receive identity documents. The Committee urged Bolivia to guarantee the right to be registered for all persons with disabilities, and to train institutional staff to register all persons with disabilities, particularly in Indigenous communities and remote and rural areas.
