Administrative earmarking

In 2015, Colombia began receiving an influx of Venezuelan migrants and refugees who had difficulty accessing birth registration documentation that allowed them to access a nationality for their children. Prior to 2019, Colombian birth certificates issued to Venezuelan migrants contained an annotation stating “not valid for proving nationality.” Due to high documentary requirements for receiving Venezuelan citizenship at consulates, which required the parent to have a valid passport to acquire nationality for their children, many children born to Venezuelan migrants were left at risk of statelessness. This situation worsened when diplomatic relations between Colombia and Venezuela were broken, leading to the closure of Venezuelan consulates.

Promising Practices

In 2019, Colombia introduced its “Childhood First” decision, granting Colombian nationality to children born in Colombia whose parents are Venezuelan migrants. Between January 2015 and March 25, 2025, 138,218 children born in Colombia to Venezuelan parents obtained Colombian citizenship. The “Childhood First” decision is a temporary measure, but has been extended multiple times, now extending into 2027.
