Civil registrar discretion
In the Dominican Republic, even documented Haitian-descended Dominican mothers are racially profiled and blocked from registering their children. Civil registrars have refused to document children of mothers assumed to be Haitian, even if they have Dominican documentation. The Human Rights Committee (2021) expressed concern at reports of children of Haitian origin born in the Dominican Republic who are deprived of official documentation on account of their origins. The Human Rights Committee (2021) and CEDAW (2013) have made recommendations to end this practice.
