Late birth registration
In Ecuador, if a birth is not registered within 30 days, the process becomes more difficult. For children without a birth certificate, street children without access to parents’ documentation, or children whose parents are undocumented, birth registration may be blocked. Prior to 2006, there were over 600,000 unregistered children and adolescents in Ecuador. While Ecuador does have a procedure for late birth registration, the Civil Registry requires a parent’s identification and a copy of the child’s birth certificate. There is a fee for late registration, though disabled people can be exempted from this fee. Registration for those above the age of 18 becomes much more difficult, requiring a court order. In 2006 and 2007, Ecuador ran late birth registration drives. However, the drives were reserved for documented people, leaving undocumented parents still unable to register their children. In 2025, the CRC recommended that Ecuador adopt measures to retroactively issue birth certificates in cases of late birth registration or loss of an original birth certificate.
