Deficient consular civil registration services

In Egypt, migrants who want to register their children must have their own papers authenticated by their consulate and present a medical birth notification, among other steps. This double registration procedure has been found cumbersome and sometimes dysfunctional. Many parents are unaware of the requirement that birth registration in Egypt be transcribed by their consulate for the child to acquire their parents’ nationality. Consulates do not conduct outreach about this to their nationals who are migrating irregularly. Even when parents are aware of the process, the costs of obtaining required documents are prohibitive. Asylum seekers and refugees may fear jeopardizing recognition of their status by contacting their embassy.
