Deficient consular civil registration services
Following multiple crises in Haiti, many are choosing to leave the country and are unable to register their children born abroad. Many Haitian asylum-seekers and migrants lack identity documentation. The CRC (2016), CEDAW (2016), and the UPR (2016) recommended that Haiti strengthen birth registration for people on the move. This includes internally displaced persons living in camps, and migrants in the Dominican Republic (DR) whose children are at risk of statelessness. While UNICEF has supported some efforts to strengthen consular birth registration services as part of its joint Haiti/DR programming, and civil society has run workshops for Haitian consular officials, these concerns may not be the highest priority of a government wracked by multiple crises. The UPR (2022) recommended that Haiti continue improving their birth registration system, including by expanding their current project with UNICEF support.
