Disability + ethnic discrimination in contexts of mobility

In 2019, the Committee on the Rights of Persons with Disabilities expressed concern regarding birth registration for children with disabilities. In particular, the least likely to be registered include the deafblind, children requiring a high level of support, and Muslim children with disabilities living in the State of Assam. The Committee also observed the absence of disaggregated data and the insufficiency of measures to ensure birth registration and access to unique disability identification cards by children with disabilities in remote and rural areas, and who are internally displaced or in refugee camps. Children with disabilities who are excluded from birth registration lack access to essential social and community services, and face difficulties in getting the necessary early intervention disability support they need.
