Disability + ethnic discrimination in contexts of mobility

While Iraq has claimed to register the births of all children born with a disability, certain groups are not being registered in contexts of mobility. This includes people with disabilities who have been subjected to violence, who are internally displaced, migrants, refugees, stateless and/or belong to minority groups. If unregistered, disabled children cannot receive ID cards, which are needed to access support services and other forms of social protection. In 2019, the CRPD recommended Iraq continue efforts to register all children with disabilities to prevent their statelessness. The Committee lamented the absence of systematic, disaggregated data on persons with disabilities across all sectors of Iraq. These data are needed for planning of social protection of persons with disabilities.

Promising Practices and Updates

The 2025 UPR commended Iraq for its national plan for persons with disabilities. The IOM Iraq Disability Inclusion Strategy included a goal for collecting disaggregated disability data to inform programming and advocacy for persons with disabilities.
