Hospital documentation practices
In 2006, migrant women in Israel found access to birth registration for their babies blocked by hospitals that deny issuance of the official birth certificate to pressure the new mother to pay her hospital bills. In 2011, the Israeli NGO Hotline for Migrant Workers reported to the CRC that they had counseled 70 women who were denied birth notifications after non-payment of hospital bills. In 2013, the CRC expressed concern about this practice.
