In Italy, it is assumed that children will take on the parent’s (usually mother’s) nationality. Most stateless people in Italy migrated from former Yugoslavia or were born to Yugoslavian migrant parents. Children born to migrant parents from former Yugoslavia, as well as children of single mothers who come from a country where women cannot confer their nationality, become de facto stateless. CEDAW (2017) issued a series of recommendations to Italy urging the State to remove procedural obstacles for identifying stateless persons, especially women and girls, and enable children of de facto stateless persons, including single mothers, to obtain Italian nationality.
