Intergenerational statelessness among the migrant-descended / minority groups

In Kyrgyzstan prior to 2023, parents without valid identity documents or residence permits faced obstacles to registering their children. This particularly impacted children of Mugat (also known as Lyuli) and stateless women. Kyrgyzstan has received recommendations from multiple treaty bodies and the UPR to ensure that all children born in its territory are registered and provided with birth certificates, irrespective of the availability of their parents’ identity documents or residence permits.

Promising Practices

In 2023, Kyrgyzstan passed a new law that ensures all children born in the country will be registered at birth, regardless of whether their parents are undocumented or stateless. Under the new law, even children already born to undocumented or stateless parents and who previously could not be registered are able to be issued birth certificates. A survey conducted by the Kyrgyz government in 2022 indicated that the children of at least 5,000 families stand to benefit from this policy change.
