Deficient consular civil registration services

Madagascar is a country of origin for women migrant workers to the Middle East, Europe, and North America. In 2018, the CMW expressed concern about the lack of information on the conditions under which the children of Malagasy migrant workers abroad and migrant workers in Madagascar may be registered at birth or at a later time and have their nationality of origin recognized. The committee recommended that Madagascar guarantee that all children of Malagasy migrant workers abroad and of migrant workers in Madagascar are registered at birth, facilitate late registration, and guarantee that such children receive identification documents. The CMW noted the limited presence of consulates in destination countries such as Kuwait and Lebanon, and recommended stepping up efforts to protect the rights of members of migrant workers’ families even in the absence of a consular mission.
