Blocked access to reproductive healthcare
In Montenegro, gender and racial discrimination intersect to block access to sexual and reproductive healthcare for Roma, Ashkali, and Egyptian (RAE) women. Many marginalized women opt for home births, resulting in non-registration and intergenerational statelessness.
Promising Practices and Updates
Montenegro, with support from UNICEF and UNHCR, took steps to create a legal basis for future birth registration after the UPR recommended simplifying registration proceedings in 2013. In 2015, the Law on Extrajudicial Proceedings was amended to set procedures for determining time and place of birth for those not recorded in the birth register or born outside of healthcare institutions, and mandated that public health maternity wards keep records on births of children born to RAE, refugee, displaced, or internally displaced mothers.
