Deficient consular civil registration services
In Morocco, migrant and refugee parents face many difficulties accessing their own consular authorities to replace the parents’ ID or to register the births of children. Reasons include the non-existence of consulates themselves or civil registration services therein. Some parents are reluctant to approach their consulate for fear of jeopardizing their asylum claim. The consulates of the francophone West African countries in Morocco require that parents present a Moroccan birth certificate to register the birth at the consulate. This creates an obstacle even for parents with valid passports.
