Disability + ethnic discrimination in contexts of mobility
According to a civil society submission to the CRPD in 2019, approximately 1 in 4 children (27%) with disabilities do not have their births registered or possess official citizenship documents. In respect of equal recognition before the law, the 2008 Constitution Article 347 states that the Union shall guarantee any person to enjoy equal rights before the law and shall equally provide legal protection. In practice, people with disabilities are often excluded from birth and citizenship registration by government officials, resulting in a loss of civil rights and access to essential services as well as early intervention for their disabilities. The CRPD recommended that the government takes measures to ensure universal and free birth registration for children with disabilities, along with the removal of administrative and language barriers.
