Spatial containment and constraints on mobility

Children born to Venezuelans in camps at the Peruvian border are at risk of non-registration and statelessness. In 2018, Peru began requiring a passport with a valid visa for Venezuelans to enter the country, a document which was often impossible to obtain. This led to people being stopped at the border and getting stuck living in camps indefinitely. In 2024, an NGO reported that some who lacked the required documents to enter Peru remained stranded in border areas. Peru requires an alien card, passport, or identity card to obtain a birth certificate for a minor, documents which are out of reach for most Venezuelans on the move. Venezuelan parents whose children were born in Colombia cannot go back to apply for nationality there because before leaving Peru they must apply for a visa to cross Ecuador. As of 2025, applying for Venezuelan nationality at the consulate is not an option due to the closure of Venezuelan consulates in Peru.
