Intergenerational statelessness among the migrant-descended / minority groups
In Turkmenistan, children born to stateless parents face difficulties accessing birth registration. In 2018, UNHCR documented the reasons for blocked access to birth certificates. First, parent(s) needed to have their stateless status confirmed and have obtained relevant documentation, which can be a time consuming process. Children remain without birth certificates during that time. CEDAW (2018, 2024) recommended that Turkmenistan ensure that all children have access to birth registration and birth certificates, irrespective of their parent’s legal status.
Promising Practices
In 2020, Turkmenistan passed a new Law on Civil Status which requires birth registration for all children, including those with undocumented parents.
